Request that the Department of Education ensure special education teachers receive at least 40 hours per year to complete individualized education programs (IEPs), in addition to planning time specified in collective bargaining agreements.

Specify that during this additional preparation time, teachers should not be required to interact with students or perform other duties.

Note that a 2015 Hawaii State Teachers Association survey found 70 percent of special education teachers reported inadequate time to lesson plan or complete IEPs during the work day.

Direct that certified copies of the resolution be transmitted to the Chairperson of the Board of Education and Superintendent of Education.
