Request the Department of Land and Natural Resources to submit reports on progress resolving conflicts under the 1965 SurfRider-Royal Hawaiian Sector Beach Agreement to the Legislature by twenty days prior to the 2017 and 2018 Regular Sessions

Address disputes between resort hotels and the state regarding pre-setting and storage of commercial beach chairs and umbrellas on the public easement area of Waikiki Beach

Establish a working group including hotel managers, vendors from Royal Hawaiian/Outrigger/Moana Surfrider resorts, the Waikiki Beach Special Improvement District Association, and Department of Land and Natural Resources staff to manage the conflicts

Acknowledge that all parties agree pre-setting is a commercial activity prohibited by the 1965 agreement but disagree on the definition of "pre-setting," which is not defined in statute, rules, or the original contract

Request any proposed legislation addressing the issue be included in the Department's reports to the Legislature
