Requests the Department of Transportation conduct a study on the feasibility and advisability of Hawaii adopting the TSA's Screening Partnership Program for airport security screening.

The Screening Partnership Program allows qualified private companies to operate security screening at commercial airports under federal TSA oversight and compliance with all TSA security procedures.

As of April 2015, twenty-one airports throughout the United States have participated in the program, which originated from the Aviation Security Act of 2001 following the September 11 attacks.

Requires the Department of Transportation to report its findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2017 Regular Session.
