Request the President of the United States, U.S. Department of Defense, U.S. Congress, Prime Minister of Japan, Japan Defense Agency, and National Diet of Japan to reconsider the proposed military facilities expansion in Henoko, Okinawa.

Call for negotiated reduction and realignment of U.S. military forces in Okinawa and return of cleared military lands to Okinawa Prefecture for civilian development.

Note that 74 percent of U.S. military forces in Japan are concentrated in Okinawa, which comprises only 0.6 percent of Japan's landmass, and that 80.2 percent of Okinawans disapprove of expansion in Henoko.

Acknowledge Hawaii's historical connection to Okinawa through immigration beginning in 1900 and Okinawan contributions to Hawaii's community.

Direct transmission of the resolution to U.S. and Japanese government officials, military commanders, the Okinawa Governor, and Okinawan civic organizations.
