Recognizes aerospace as a strategic growth industry for Hawaii due to the state's mid-Pacific location, existing infrastructure, expertise, and space-faring partnerships throughout the Asia-Pacific region.

Requests the state Administration to take proactive, coordinated action to develop aerospace as a priority industry during the 2017-2019 fiscal biennium and realize scientific, educational, and commercial benefits.

Directs the Office of Aerospace Development to prepare a strategic plan exploring aerospace sector expansion and diversification, identifying five-year goals, outcomes, and specific methodologies for achievement.

Requires the strategic plan to be completed and delivered to the state Administration and Legislature no later than September 1, 2016.

Calls for coordination among the Office of Aerospace Development, Pacific Missile Range Facility, Hawaii Space Flight Laboratory, NASA, FAA, and other relevant state, national, and international agencies to advance aerospace activities statewide.
