• Urges the University of Hawaii Board of Regents to establish a system-coordinated ombuds office with a specialist on the Manoa campus, accessible to all ten University of Hawaii campuses.

• Requires the ombuds office to report directly to campus chancellors and the University of Hawaii president, operating as an independent, impartial, and confidential resource for students, staff, and faculty.

• Directs the Board of Regents to use United States Ombudsman Association standards as guidance and to update all applicable policies to include workplace-related concerns beyond discrimination as valid reasons for seeking redress.

• Mandates adequate funding for the ombuds office through the University's base budget to ensure permanence, with interim appointments permitted for no longer than one calendar year during the transition period.

• Requires the Board of Regents to seek feedback from each campus regarding the composition and establishment of ombuds personnel before implementation.
