Urges the Office of Hawaiian Affairs to develop a plan for its 511 acres of the former Galbraith Estate acquired in 2012 for $25 million.

Requires the plan to align with Act 31 (2015) objectives including perpetuating traditional Hawaiian farming systems (loko i'a, māla, irrigated lo'i) and crops (kalo, 'uala, 'ulu), and developing small-scale farms.

Directs the plan to address Hawaii's food self-sufficiency and create a sustainable agricultural model for the state.

Requires the Office of Hawaiian Affairs to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2017 Regular Session convenes.

Notes that the Agribusiness Development Corporation has already dedicated its 1,200 acres from the same estate to the Whitmore Project for agricultural revitalization.
