Authorizes the Board of Land and Natural Resources to issue a 65-year term easement on state submerged lands at Waiohuli-Keokea (Kihei), Maui, commencing August 10, 1990, for use and maintenance of an existing seawall.

Easement covers approximately 450 square feet of state submerged lands fronting the 1688 Halama Street Condominium (Apartments A and B), tax map key number (2) 3-9-11:8.

Resolves a long-standing issue where an easement was administratively approved and paid for ($4,055 in 1992) but the formal easement document was never finalized.

Board previously approved the easement on May 8, 2015, subject to legislative authorization required under Hawaii Revised Statutes section 171-53 for leasing state submerged lands.

Requires transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources.
