Requests the Office of Elections to provide a status update on implementation of Hawaii's new voter registration system, funded with $4,000,000 in Help America Vote Act (HAVA) funds.

Requires the status update to include project management schedule with deliverables and timeline, completed deliverables with amounts paid to contractor, quality assurance process, management plan with operational costs and risk mitigation, and itemization of HAVA fund expenditures.

Mandates a preliminary status update submitted to the Legislature no later than July 1, 2016, and a final status update no later than twenty days before the 2017 Regular Session convenes.

Directs certified copies of the resolution to be transmitted to the Chief Election Officer, Chairperson of the Elections Commission, and County Clerk of each county in Hawaii.
