Designates April 28, 2016, as "Workers' Memorial Day" in Hawaii to honor workers killed, injured, or disabled in workplace accidents.

Notes that in 2014, 4,679 U.S. workers died from fatal work injuries and over 3.6 million nonfatal workplace injuries and illnesses were reported nationwide.

References that 31 Hawaii workers fell victim to fatal work injuries in 2014.

Recognizes April 28 as the anniversary of the founding of the Occupational Safety and Health Administration and the date Workers' Memorial Day has been observed internationally since 1989.

Directs transmission of certified copies to the Governor and Director of Labor and Industrial Relations.
