Encourages the Department of Land and Natural Resources and counties to coordinate a comprehensive, statewide volunteer effort to clean and beautify all state and county beaches and state parks within their respective jurisdictions.

Authorizes volunteers from businesses, non-profit organizations, government agencies, unions, community organizations, and faith-based organizations to participate in the statewide cleaning effort.

Requires the Department of Land and Natural Resources to establish a website to coordinate volunteer efforts, track volunteer locations and hours, and unify volunteer activities across the state.

Directs certified copies of the resolution to be sent to the Governor, the Chairperson of the Board of Land and Natural Resources, and the mayors of Honolulu, Kauai, Maui, and Hawaii counties.
