Establishes a Firefighter Cancer Presumptive Task Force to develop recommendations for enacting a cancer presumptive statute relating to firefighters in Hawaii.

Task Force comprises 14 members including legislative committee chairs, state directors, county fire chiefs, union representatives, insurance companies, and workers' compensation attorneys.

Task Force must submit findings and recommendations to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Report must include analysis of cancer rates in firefighters versus general population, cost estimates for workers' compensation benefits, current safety procedures, and recommendations for statute revisions and administrative rule changes.

References University of Cincinnati research showing firefighters have significantly elevated cancer risk across multiple types, including 102% higher for testicular cancer and 14-53% higher rates for various other cancers compared to general population.
