Establishes a task force within the State Foundation on Culture and the Arts to plan and coordinate celebration of the Hawaii State Capitol's fiftieth anniversary on March 15, 2019.

Task force composed of 13 members: three selected by Senate President (at least one Senator), three by House Speaker (at least one Representative), three by Governor, four by Foundation Executive Director (at least two Foundation employees), and Executive Director as ex officio member.

Task force must develop and coordinate program activities and events from March 15, 2018, through March 15, 2019, and submit report to Legislature no later than twenty days before 2018 Regular Session convening.

Report must include events already executed, detailed implementation plan for remaining recommendations, and identification of procedures for disbursing public funds related to task force work.

Task force dissolves on March 14, 2020; requires quorum of eight members with six affirmative votes needed for decisions; members exempt from state employee classifications.
