Request the Access Hawaii Committee, Hawaii Information Consortium, and partnered state agencies to provide the Legislature with a comprehensive progress report on the state's internet portal activities and expenses.

Report must include data for each year since the portal's 1999 establishment, covering website traffic metrics (visits, bounce rates, new visitors), revenue collected, service fees, and payments by consumers for licenses, permits, taxes, and registrations.

Report must itemize all monies paid by the state to the Hawaii Information Consortium for building, implementing, operating, maintaining, and hosting the portal.

Require submission of the progress report and any proposed legislation to the Legislature no later than 20 days before the 2017 Regular Session convenes.

Direct transmission of certified copies to the Governor, Lieutenant Governor, and heads of relevant state departments and agencies.
