Requests the Hawaii Public Housing Authority to document all violations of smoking prohibitions established under section 356D-6.5, Hawaii Revised Statutes, in public housing, state low-income housing, and elder or elderly households.

Requires the Authority to permanently retain smoking violation documentation in residents' records for consideration during lease extension evaluations and future lease agreement decisions.

Establishes that violation history should be a factor in the Authority's decisions to grant or deny lease continuations and new agreements with violators.

Cites health risks from secondhand and thirdhand smoke exposure, noting that thirdhand smoke contains hazardous substances including hydrogen cyanide, arsenic, lead, and carbon monoxide that can harm subsequent tenants.

Directs certified copies of the resolution be transmitted to the Chairperson of the Board of Directors and Executive Director of the Hawaii Public Housing Authority.
