Requests the Department of Health to establish fees through rulemaking for licensure, relicensure, certification, and recertification of six types of facilities: adult residential care homes, expanded adult residential care homes, developmental disabilities domiciliary homes, community care foster family homes, adult day care centers, and adult foster homes for developmentally disabled individuals.

Authorizes the Department to charge licensing fees under section 321-11.5, Hawaii Revised Statutes, which allows the Department to establish reasonable fees for issuance or renewal of licenses and certificates.

Notes that currently health care facilities pay no licensing fees, while health care professionals and other professionals are subject to licensing fees.

Requires the Department of Health to submit a report to the Legislature no later than twenty days before the convening of the 2017 Regular Session on the status of establishing these fees.
