Requests the Chief of the Department of Health Emergency Medical Services and Injury Prevention System Branch to convene and chair a working group to develop a community paramedic program with educational standards and certifications to reduce emergency services responses to non-emergency calls.

Notes that Honolulu Emergency Medical Services responded to almost 90,000 calls in 2015, with many from repeat callers needing general assistance rather than emergency services.

Requires the working group to include representatives from Honolulu Emergency Services Department, American Medical Response, Federal and Hawaii County Fire Departments, and Kapi'olani Community College Emergency Medical Services faculty.

Directs the working group to report findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the convening of the 2017 Regular Session.
