Request the State Auditor to perform a sunrise analysis of proposed regulation for Certified Professional Midwives as outlined in House Bill No. 1899, House Draft 1 (2016).

Require the Auditor to assess the probable effects of the proposed regulation and determine consistency with state regulatory policies under Hawaii Revised Statutes section 26H-2, including evaluation of alternative regulatory forms.

Direct the Auditor to submit findings to the Legislature no later than 20 days before the convening of the Regular Session of 2017.

Note that a previous sunrise analysis in March 1999 concluded that regulation of Certified Professional Midwives was warranted, and that 26 states have adopted regulatory programs for midwives since 1990.

Transmit certified copies to the Governor, Director of Commerce and Consumer Affairs, Auditor, and President of the Midwives Alliance of Hawaii.
