Requests the State Auditor to conduct a sunrise analysis of proposed regulations establishing a certification requirement for community association managers through the Real Estate Commission.

Addresses concerns that community association managers employed by real estate brokers manage significant housing stock in Hawaii but are not subject to mandatory educational requirements.

Requires the Auditor to assess the probable effects of regulation, consider alternative regulatory forms, and examine whether regulation is necessary for consumer protection under Section 26H-6, Hawaii Revised Statutes.

Directs the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the convening of the Regular Session of 2017.

Requires certified copies of the resolution be transmitted to the Auditor and the Real Estate Commission.
