Encourages and supports the Nagorno-Karabakh Republic's (also known as Artsakh) efforts to develop as a free and independent nation with rights for its citizens.

Urges the President and United States Congress to support the self-determination and democratic independence of the Nagorno-Karabakh Republic.

Calls for U.S. support of the Nagorno-Karabakh Republic's constructive involvement in international community efforts to resolve security issues in the region.

Directs transmission of certified copies of the resolution to the President, U.S. Senate Majority Leader, U.S. House Speaker, Hawaii's congressional delegation, and Hawaii's Governor.
