Requests the Department of Transportation or Oahu Metropolitan Planning Organization to work with the City and County of Honolulu's Department of Transportation Services to develop a traffic mitigation plan for the Aiea-Red Hill-Moanalua-Salt Lake area.

Plan must address current congestion and additional future congestion expected after completion of the Moanalua Hillside Development, which would add 500-1,000 new vehicles to the area.

Requires a joint report including projected costs and implementation timeline to be submitted to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Cites 2015 data showing Honolulu as the third most congested U.S. city with 32% congestion level and notes major bottlenecks including the Halawa Interchange and H-3 merge at Ala Kapuna Street experiencing significant delays.
