Requests the State Auditor to conduct an operational and performance audit of the University of Hawaii College of Tropical Agriculture and Human Resources research stations across Hawaii Island, Kauai, Maui, Molokai, and Oahu.

Audit is to assess whether the University of Hawaii is managing its research stations and using available resources efficiently and effectively, with particular focus on deteriorating structures and antiquated infrastructure resulting from budget cuts since 2007.

Audit should evaluate how underused facilities could generate revenue to address budget shortfalls affecting operations and capital improvements at the research stations.

Auditor is requested to report findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2017.

University of Hawaii College of Tropical Agriculture and Human Resources is requested to cooperate with the audit.
