Recognizes that game mammals, game birds, and fishing resources should be included among natural resources protected by the Hawaii Constitution, addressing a 1978 constitutional amendment that removed explicit mention of game resources.

Notes that Hawaii imports 85-90 percent of its food and relies on local fishing and hunting traditions, with Molokai residents obtaining approximately 40 percent of daily sustenance from subsistence sources and Hawaii island residents harvesting up to 1,000,000 pounds of game annually.

Urges state departments to develop and update rules and policies integrating the local hunting and fishing industries into food security and sustainability strategies while preserving these industries as viable economic, nutritional, and cultural resources.

Directs certified copies of the resolution to be transmitted to the Chairperson of the Board of Agriculture and the Chairperson of the Board of Land and Natural Resources.
