Allow each of the three Public Utilities Commission commissioners to appoint, employ, and dismiss up to three professional staff and advisors, with at least one serving as an attorney to that commissioner.

Extend employment of a commissioner's staff upon that commissioner's term expiration, subject to approval by the new commissioner or by at least two commissioners.

Require the Commission Chairperson to obtain concurrence from at least one other commissioner before appointing, employing, or dismissing an executive officer.

Require the commissioners to submit a report to the Legislature no later than twenty days before the 2017 Regular Session on how this measure enhanced the Commission's independence and effectiveness.
