Requests the Department of Business, Economic Development, and Tourism (DBEDT) and Hawaii State Energy Office, in consultation with the Department of Transportation, to study the feasibility of eliminating imported fuels for ground transportation by 2045.

Study must establish incremental targets to measure progress toward the 2045 goal and examine grants, programs, policy plans, tax credits, and tax exemptions for renewable energy transportation projects.

Requires DBEDT to report findings and recommendations, including proposed legislation, to the Legislature no later than twenty days before the 2018 Regular Session.

Directs DBEDT to propose an alternative target year if the 2045 goal is determined infeasible.

Requests the Governor to utilize the study's findings in future programs and budgetary planning.
