Requests establishment of a working group consisting of the Director of Business, Economic Development, and Tourism and planning directors from Hawaii, Maui, Kauai counties and Honolulu to review Chapter 53, Hawaii Revised Statutes (Urban Renewal Law).

Directs the working group to review the application of Chapter 53 and offer amendments to update definitions, terms, and the organizational framework of counties since the law's introduction in 1949.

Requires the working group to submit a report to the Legislature no later than twenty days prior to the 2017 Regular Session convening.

References existing urban renewal projects including the Maui Redevelopment Agency and Wailuku Redevelopment Plan, and notes the County of Hawaii's consideration of creating a Banyan Drive Redevelopment Agency.
