Request Department of Education conduct a two-year pilot project to implement contracts for services for students with disabilities on a block basis in addition to existing one-to-one basis arrangements.

Convene a working group including parents from rural and urban schools, Title I schools, principals, special education stakeholders, and a disabled adult from Hawaii public schools to guide the pilot project.

Working group to determine services suitable for block contracts, select three pilot school sites (one rural, one urban, one Title I), and conduct cost-benefit analysis comparing block contract and employee-based service delivery models.

Department of Education to submit progress report to Legislature by twenty days prior to Regular Session of 2017 and final report with findings and recommendations by twenty days prior to Regular Session of 2018.
