Require Department of Education to distribute HPV educational materials to parents during student orientation at public middle schools and intermediate schools

Instruct both departments to seek private or federal funding to finance the educational initiative

Cite Hawaii's low HPV vaccination rates (34% of women and 15% of men fully immunized) as justification for increasing public awareness
