Requires comparison of per-student spending and teacher salaries between Hawaii's Department of Education and mainland school districts with similar sizes and cost of living adjustments.

Directs evaluation of weighted student formula recommendations, air conditioning installation costs for classrooms, and class size reduction budgetary projections (maximum 20 students for elementary, 26 for secondary classes).

Mandates inclusion of funding needs for school librarians, technology coordinators, counselors, special education coordinators, arts programming, vocational/technical pathways, and teacher salary alignment with years of service.

Requires strategies for minimizing administrative costs and departmental overhead expenses in the report.
