Establishes a public land trust revenues negotiating committee to discuss the Office of Hawaiian Affairs' pro rata portion of public land trust income and proceeds.

Committee membership consists of the President of the Senate or designee, Speaker of the House or designee, Governor or designee, and Chairperson of the Board of Trustees of the Office of Hawaiian Affairs or designee.

Requires the committee to submit a status report to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Requires the committee to submit a final report with findings, recommendations, and any proposed legislation no later than twenty days before the 2018 Regular Session convenes.

Seeks to reexamine the Office of Hawaiian Affairs' annual allocation of $15,100,000 established in Act 178 (2006) based on current public land trust revenue data.
