Acknowledges Wilcox's military service and political activism against the 1887 Bayonet Constitution, his leadership during the 1893 attempted defense of Queen Liliuokalani's monarchy, and his subsequent conviction and imprisonment for treason.

Honors Wilcox's successful lobbying efforts to secure universal male voting rights in the 1900 Hawaiian Organic Act and his service in the 57th United States Congress from November 6, 1900 to March 3, 1903.

Expresses continued support for Native Hawaiian self-determination efforts and acknowledges the United States Congress's 1993 Apology Resolution recognizing the wrongful overthrow of the Hawaiian Kingdom on January 17, 1893.

Directs transmission of certified copies to the Governor, Office of Hawaiian Affairs leadership, Association of Hawaiian Civic Clubs, and Hawaii's congressional delegation.
