Amends Rule 3 of the Hawaii Senate Rules for the Twenty-eighth Legislature by adding a new duty for the President of the Senate.

Requires the President of the Senate to disperse information to all members relating to the President's nominations and appointments to boards and commissions on a monthly basis.

Establishes transparency in the nomination and appointment process by informing members of all board and commission appointments made by the President.

Allows subject matter chairs of Senate standing committees to consult on certain nominees and appointees to state boards and commissions.

Amendment takes effect upon adoption of the resolution.
