Request Hawaii's congressional delegation to assist the state in negotiating with the federal government to acquire the Federal Detention Center, Honolulu.

Federal Detention Center currently operates below capacity with 1,200 beds and houses male and female federal pre-trial detainees, sentenced felons nearing release, and Hawaii state inmates awaiting trial.

State correctional facilities are severely overcrowded, designed for 2,491 inmates but currently holding over 4,100 inmates, with estimated replacement or refurbishment costs of $1.5 to $2 billion.

State currently leases approximately 550 beds at the facility since August 2009 at $114 per inmate per day; acquisition would help relieve overcrowding and reduce costs for recruiting and training new corrections personnel.

Parties to negotiations are requested to consider continued housing of federal pre-trial detainees and federal inmates serving brief sentences at the facility at favorable terms to the Bureau of Prisons as part of the acquisition agreement.
