Requests the State Public Charter School Commission to form a working group to evaluate establishing a high school diploma granting public charter school program for adult learners.

Working group must examine potential impacts to existing adult education programs, including the Department of Education's Community School for Adults.

Working group composition limited to seven members including: Senate Education Committee Chair (or designee), House Education Committee Chair (or designee), Department of Education Superintendent (or designee), Board of Education designee, State Public Charter School Commission member, and community nonprofit representatives with adult learner experience.

Requires the State Public Charter School Commission to submit the working group's findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Working group dissolves on June 30, 2017.
