Requests the Governor to order that the National League of Families' POW/MIA flag be flown on the same halyard as the United States flag whenever it is displayed on a permanent flagpole in front of the State Capitol building.

If the U.S. and Hawaii state flags remain on different halyards, requests the POW/MIA flag be flown directly under the U.S. flag.

If the U.S. and Hawaii state flags are flown on the same halyard, requests the POW/MIA flag be flown directly under the Hawaii state flag.

Acknowledges that Hawaii's Korean and Vietnam Veterans Memorial honors 454 Korean War servicemembers and 312 Vietnam War servicemembers from Hawaii who were killed or missing in action.

Requires certified copies be transmitted to the Governor, Adjutant General, Director of the Office of Veterans' Services, and the Chairman of the National League of Families of American Prisoners and Missing in Southeast Asia.
