Notes that current screening guidelines at BMI 25 miss 32 percent of diabetes diagnoses in Hawaii and that Asian Americans develop diabetes at lower body mass indexes than other racial groups.

Highlights that approximately 130,000 people (9.1 percent) in Hawaii have diabetes, with Asian Americans comprising 56.2 percent of the state's population and being 30 percent more likely to develop diabetes than White Americans.

Encourages all public and private health care providers and facilities to participate in the "Screen at 23" campaign to increase awareness and eliminate health care disparities in diabetes detection among Asian American communities.

Identifies that early detection and treatment through screening can mitigate diabetes-related complications and that interventions focused on nutrition, physical activity, and weight loss can reverse pre-diabetes.
