Requests the Department of Education to provide special education teachers with at least 40 hours per year for completing individualized education programs (IEPs), in addition to planning time specified in collective bargaining agreements.

Specifies that during this additional 40-hour preparation time, teachers should not be required to interact with students or perform other duties.

References a 2015 Hawaii State Teachers Association survey finding that 70 percent of special education teachers reported inadequate time for lesson planning and IEP completion during the work day.

Directs certified copies of the resolution to be sent to the Chairperson of the Board of Education and Superintendent of Education.
