Requests the Department of Land and Natural Resources to report to the Legislature on resolving conflicts related to the 1965 SurfRider-Royal Hawaiian Sector Beach Agreement, specifically regarding commercial activities on Waikiki Beach.

Addresses disputes over the pre-setting and storage of beach chairs, umbrellas, and other commercial equipment by businesses operating from Royal Hawaiian, Outrigger, and Moana Surfrider resorts on a private beach subject to public easement.

Notes that all parties agree pre-setting is a commercial activity prohibited under the 1965 agreement but disagree on the definition of "pre-setting," which is not defined in statute, rules, or the original agreement.

Directs the Department to submit reports on its progress, including any proposed legislation, no later than twenty days before the regular sessions of 2017 and 2018.

Acknowledges a working group established under Act 145 (Session Laws of Hawaii 2014) that includes hotel managers, vendors, the Waikiki Beach Special Improvement District Association, and Department staff to identify management strategies for resolving user conflicts.
