Requests the Department of Transportation to conduct a study on the feasibility and advisability of adopting the Transportation Security Administration's Screening Partnership Program for airport security screening.

Requires the Department of Transportation to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2017.

Notes that the Screening Partnership Program allows qualified private companies to operate security screening services at commercial airports under federal TSA oversight and compliance with all TSA security procedures.

Identifies that as of April 2015, twenty-one airports throughout the United States have participated in the program, which aims to maintain TSA security standards while potentially achieving cost savings.
