Requests amendment of federal regulations to exclude Section 8 housing subsidies paid directly to applicants from Supplemental Nutrition Assistance Program (SNAP) income calculations for eligibility purposes.

Addresses regulatory inconsistency where Section 8 payments made directly to landlords or mortgagees are currently excluded from SNAP income, but payments made directly to recipients are counted.

Cites Title 7 Code of Federal Regulations Section 273.9, which permits the income exclusion only when housing subsidies are paid directly to vendors rather than recipients.

Directs transmission of certified resolution copies to the President, USDA Secretary, HUD Secretary, relevant Congressional committees and leadership, Hawaii's congressional delegation, and the Hawaii Governor.
