Encourages the Department of Education to promote increased participation by schools in the Community Emergency Response Team (CERT) Program, a federally-sponsored emergency preparedness initiative.

CERT training covers disaster preparedness, disaster fire suppression, basic medical operations, and light search and rescue operations, and is provided free by trained first responder teams.

Allows youths aged 14-17 to participate in CERT training with a parent or legal guardian, and permits schools to arrange CERT training for their students.

Requires certified copies of the resolution be transmitted to the Board of Education Chairperson, Superintendent of Education, and emergency management officials from all four counties.
