Urges the Office of the Governor to expeditiously implement Hawaii's Healthcare Innovation Plan to fully integrate behavioral health, long-term care, oral health, and complementary and alternative medicine within the health care system.

Requests expansion of the current phased implementation timeline to accelerate delivery of resources and improvements.

Directs inclusion of other payment streams (worker's compensation, temporary disability insurance, employer-union health benefits trust fund, and Medicaid) into health care delivery reform.

Calls for increased interdisciplinary training of health care professionals in public health, pharmacology, psychology, social work, and medicine.

Emphasizes achieving cost savings through improved care coordination, reduced emergency room utilization, prevention of unnecessary hospitalizations, and reduction of unnecessary drug prescriptions.
