Recognizes aerospace as a strategic and timely growth industry for Hawaii with potential for scientific, educational, and commercial benefits.

Requests the state Administration take proactive, coordinated, and sustained action to advance aerospace development and make it a high priority for the 2017-2019 fiscal biennium.

Directs the Office of Aerospace Development to coordinate with the Pacific Missile Range Facility, Hawaii Space Flight Laboratory, Advanced Maui Optical and Space Surveillance facility, and other state, national, and international agencies.

Requests the Office of Aerospace Development prepare a strategic plan exploring aerospace sector expansion options, identifying five-year goals and outcomes with specific methodologies and policies to achieve them.

Requires the strategic plan be completed and delivered to the state Administration and Legislature no later than September 1, 2016.
