Urges the University of Hawaii Board of Regents to establish a system-coordinated ombuds office with a specialist on the Manoa campus accessible to all ten University of Hawaii campuses.

Requires the ombuds office to report directly to campus chancellors and the University of Hawaii president, with independence, impartiality, and confidentiality as core requirements.

Directs the Board of Regents to use United States Ombudsman Association published standards as guidance and update applicable policies to include workplace concerns unrelated to discrimination.

Mandates adequate and permanent funding for the ombuds office as part of the University's base budget, with interim appointments allowed for up to one calendar year during implementation.

Authorizes the Board of Regents to seek feedback from each campus to determine the composition and structure of ombuds personnel and offices.
