The state purchased over 1,700 acres from the Galbraith Estate in 2012 for $25,000,000, with the Agribusiness Development Corporation receiving 1,200 acres and the Office of Hawaiian Affairs receiving 511 acres.

The Agribusiness Development Corporation dedicated its 1,200 acres to the Whitmore Project to revitalize Hawaii's local agriculture industry, while the Office of Hawaiian Affairs' 511 acres remain unused and fallow.

The Office of Hawaiian Affairs is urged to develop a plan for its 511 acres aligned with Act 31, Session Laws of Hawaii 2015, which promotes traditional Hawaiian farming systems, traditional Hawaiian crops, and small-scale farms.

The plan should include objectives for contributing to Hawaii's food self-sufficiency and creating a sustainable and efficient agricultural model for the state.

The Office of Hawaiian Affairs must submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.
