Encourages the Department of Land and Natural Resources and counties to coordinate a comprehensive, statewide volunteer effort to clean and beautify all state and county beaches and state parks within their respective jurisdictions.

Identifies eligible volunteer sources as businesses, non-profit organizations, government entities, unions, community organizations, and faith-based organizations.

Directs the Department of Land and Natural Resources to establish a website to track volunteers, unify their efforts, and record the locations and hours where they have volunteered.

Requires certified copies be sent to the Governor, the Chairperson of the Board of Land and Natural Resources, and the mayors of Honolulu, Kauai, Maui, and Hawaii counties.
