Establishes a task force within the State Foundation on Culture and the Arts to plan and coordinate celebration of the Hawaii State Capitol's fiftieth anniversary, marking March 15, 2019 (fifty years after the building's dedication on March 15, 1969).

Task force composed of 13 members: three selected by Senate President (including at least one senator), three by House Speaker (including at least one representative), three by Governor, four by Foundation Executive Director (with at least two Foundation employees), plus the Executive Director as ex officio member.

Requires task force to develop program activities and events from March 15, 2018, through March 15, 2019, and submit a report to the Legislature no later than twenty days before the 2018 Regular Session convening.

Establishes quorum requirement of eight members with six affirmative votes needed for decisions; task force dissolves on March 14, 2020.

Exempts task force from Hawaii Revised Statutes Chapter 92 and designates members as non-state employees for purposes of Chapter 84.
