Requests the Access Hawaii Committee, Hawaii Information Consortium, and partnering state agencies to collaborate on a comprehensive progress report regarding the state's internet portal activities and expenses.

Requires the report to include data since the portal's establishment in 1999, covering website traffic metrics (visits per day, bounce rates, visitor sources), revenue collected, and service fees by application.

Mandates documentation of consumer payments to state agencies for licenses, permits, taxes, records, registrations, and certificates, as well as any other revenue collected by the Hawaii Information Consortium.

Requires itemized costs paid by the State to the Hawaii Information Consortium for building, implementing, operating, maintaining, and hosting the portal by each web-based application.

Report must be submitted to the Legislature no later than twenty days before the convening of the 2017 Regular Session, with copies distributed to the Governor, Lieutenant Governor, and relevant state department heads.
