Affirms that all persons have the right to access reproductive health care services without fear of violence, intimidation, or harassment.

Recognizes Planned Parenthood of the Great Northwest and the Hawaiian Islands as a non-profit provider of medical care including cancer screenings, STI testing and treatment, birth control, contraception, abortion services, and sexual health education.

Notes that Planned Parenthood provides over 10,000 services annually to Hawaii residents and celebrates its 50th year of operation in Hawaii in 2016.

Denounces recent attacks on Planned Parenthood through manipulated videos and politically motivated investigations, and condemns the resulting violence and harassment against abortion providers and patients.

Documents that since 1977 nearly 7,000 violent acts against abortion providers have been reported, including 11 murders since 1993, most recently the November 27, 2015 Colorado Springs shooting that killed three and injured nine.
