Hawaii Public Housing Authority is requested to document all violations of smoking prohibitions established under section 356D-6.5, Hawaii Revised Statutes, which apply to public housing projects, state low-income housing projects, and elder or elderly households.

Documented violations must be permanently retained in each resident's record for the Authority to consider when evaluating lease extensions, continuations of existing leases, or approval of future lease agreements.

Resolution emphasizes that secondhand smoke poses health risks with no safe exposure level, and thirdhand smoke residue contains harmful substances including hydrogen cyanide, arsenic, lead, and carbon monoxide.

The Surgeon General has determined there is no safe level or amount of exposure to secondhand smoke, and violation documentation should factor into Authority decisions regarding lease agreements with violators.

Certified copies of this resolution shall be transmitted to the Chairperson of the Board of Directors and Executive Director of the Hawaii Public Housing Authority.
